Hong Kong lacks natural lakes, rivers and abundant groundwater sources, and it is difficult for people to be self-sufficient in water use. According to data released by the Water Supplies Department of the Hong Kong Special Administrative Region, in 2019/2020, the average daily drinking water consumption in Hong Kong will reach 2.73 million cubic meters, while the annual average rainfall is only 2398.5 mm, which is far from enough to meet the current huge water demand.
In addition to the endless supply of water from the East River in the Mainland, Hong Kong society has also been discussing the possibility of developing other water sources. After years of planning, the SAR government decided to build a desalination plant in Tseung Kwan O, expand Hong Kong's "waterway" and reduce the pressure on the Water Supply System. At the same time, experts and scholars suggest that when the SAR government embarks on desalination, it should pay more attention to the optimization of the production chain and try to avoid damaging the ecology.
